Teachers, border guards, driving-test examiners and other U.K. government workers mounted a one-day strike on Thursday over plans to raise their retirement age and require them to pay more toward their pensions.

State pensions have become a flash point across Europe as cash-strapped governments look to cut costs and address the rising burden for taxpayers that comes as people live longer. The walkouts in the U.K. have been relatively muted compared with the mass, and often violent, protests in countries such as Greece and Spain.

Four unions representing 750,000 teachers and other public-sector workers had promised one of the biggest protests against the government's £111 billion ($178.29 billion) austerity drive since the U.K.'s coalition government was formed last year.

The government, though, claimed victory, saying that just over 100,000 civil servants went on strike, or around a fifth of the total civil-servant work force. The Public and Commercial Services Union estimated that around 200,000 civil servants walked out.

Negotiations broke down earlier this week between the government and some unions. The government says the unions walked out; the unions that went on strike said the government wasn't genuinely negotiating.

Walkouts occurred across the U.K. in places from border control in transport hubs, job centers, police telephone help lines, tax offices and law courts to driving-test centers.

Business groups and the government worry that any stoppage hurts the still-weak U.K. economy, as, for instance, workers take time off to look after schoolchildren whose classes were canceled.
